The first batch of eight Yangtze River official vessels have completed the “oil-to-electric” conversion project.
On December 23, with the smooth completion of the delivery and acceptance inspection of the "Hai Xun" series vessels, the green retrofit project for the first batch of eight 30-meter-class official vessels on the Yangtze River—jointly developed by Wuhu Shipyard and San Dian Shui New Energy—was successfully concluded. The eight vessels—“Hai Xun 12518, Hai Xun 12527, Hai Xun 12523, Hai Xun 12513, Hai Xun 12530, Hai Xun 12512, Hai Xun 12517, and Hai Xun 12918”—have now officially been commissioned and are serving on the front lines of maritime law enforcement along the Yangtze River.
This large-scale electrification retrofit of official vessels represents a vivid demonstration of Wuhu Shipyard and San Dian Shui New Energy’s commitment to implementing the nation’s “Dual Carbon” strategy. It also serves as a key initiative to respond to the Yangtze River Administration’s “Electrify the Yangtze” initiative and to support the green development of the Yangtze River Economic Belt.
Leveraging the Wuhu Shipyard’s profound technological expertise in the field of specialized vessel construction and San Dian Shui New Energy’s core power technology advantages, we have precisely matched the characteristics of 30-meter-class vessels with the operational requirements of Yangtze River maritime law enforcement scenarios. After multiple rounds of iterative refinement and optimization, we have established a comprehensive quality control system covering the entire process—from technology R&D and component integration to installation and commissioning.
This retrofit focuses on a core upgrade toward electrification, completely replacing the conventional diesel propulsion and power supply systems with a pure-battery-powered DC grid propulsion system. At the same time, cabin functionality has been optimized and the hull structure upgraded. While strictly complying with maritime law enforcement regulations, this retrofit maximizes the vessel’s practicality and operational efficiency, paving the way for large-scale electrification of inland government vessels. The retrofitted vessels boast significant advantages such as zero emissions, low noise levels, and high efficiency. Not only do they enhance the ecological profile of the Yangtze River’s “Golden Waterway,” but they also fill a technological gap in the large-scale electrification retrofit of inland government vessels, setting a benchmark for the green upgrading of inland waterway transport vehicles across China.
At the recently concluded 2025 Shanghai International Maritime Exhibition, Wuhu Shipyard and San Dian Shui New Energy, aiming at the future smart law enforcement market valued at 600 billion yuan and addressing current pain points in waterborne law enforcement, proudly unveiled their comprehensive next-generation smart law enforcement platform solution—“1+4+5+N” for waterways.
“1” refers to a smart equipment platform—specifically developed from scratch for waterway regulatory agencies such as the Yangtze River Navigation Administration and the Yangtze River Maritime Safety Administration. It features all-electric propulsion, with a length of 33.35 meters, a molded breadth of 6 meters, and a molded depth of 1.9 meters. The vessel is equipped with a 965 kWh lithium iron phosphate battery and operates in charge mode, with a designed range of 100 km.
“4” airspace domains: Offering comprehensive integrated products and solutions for the four airspace domains—space-based, air-based, ground-based, and sea-based.
Five Key Technologies: Tackle the five major key technologies, including multimodal dynamics, linear optimization, intelligent sensing, cross-domain interconnection, and intelligent decision-making systems.
"N" application scenarios: covering N diverse application areas such as inland waterway law enforcement, emergency response, rescue operations, and scientific research. We are pioneering new integrated water-and-land law enforcement and regulatory scenarios, equipping unmanned systems and platforms to achieve seamless integration between waterborne transportation and the low-altitude economy.
