Investment Exceeds 1 Billion! Green and Smart New Shipyard Officially Opens Its Doors
On February 6, PaxOcean, a subsidiary of Guo’s Maritime Group (KMG), announced the official opening of its new shipyard, which was built at a cost of 200 million Singapore dollars (approximately RMB 1.095 billion).
This new shipyard, located in the Jurong Industrial Estate at 5 Jalan Samulun (abbreviated as 5JS), covers an area of 17.26 hectares and is equipped with two large dry docks, one floating dock, as well as expanded quay berths and a dedicated integrated workshop. It provides maintenance and repair services for complex, high-value marine and offshore assets.
The project took two years to complete and was jointly supported by the Jurong Town Corporation (JTC) and the Economic Development Board of Singapore (EDB). The commissioning of the 5JS shipyard further solidifies Singapore’s position as a global leader in maritime engineering, innovation, and sustainable development.
The 5JS shipyard has replaced PaxOcean’s former facility located at 33 Tuas Crescent. The new shipyard boasts a significantly larger footprint, enabling PaxOcean to handle more complex projects and shorten project timelines. Local and international clients can also benefit from PaxOcean’s customized engineering solutions, which cover repair and upgrades, new ship construction, and vessel modifications.
In addition, with support from the Singapore Economic Development Board’s R&D and Innovation Programme, PaxOcean has committed to investing over SGD 3.5 million in R&D over the next three years, with a key portion of this investment earmarked for the establishment of a brand-new Engineering R&D Centre of Excellence. This centre will enhance capabilities in areas such as carbon capture, utilization, and storage (CCUS) technologies, system integration, simulation and modeling, and digital twin applications, and will help create 12 high-skilled engineering and R&D positions.
The 5JS shipyard is home to a specially designed innovation center called Innovation Hub@5JS (iHub5), an innovative initiative led by the Kwok Maritime Group. Serving as a collaborative platform, iHub5 brings together maritime industry experts, technology partners, and emerging talent to accelerate the development of practical maritime solutions for the Kwok Maritime Group. Meanwhile, with the support of the Engineering R&D Excellence Center and iHub5, the new shipyard has become an ideal testing and demonstration platform for cutting-edge technologies, helping to enhance Singapore’s overall capabilities in the research, development, testing, and deployment of next-generation maritime technologies.
To support the decarbonization of the maritime industry and Singapore’s net-zero emissions goal, the new shipyard adopts a sustainable development-centered design philosophy and follows a phased implementation roadmap. It integrates high-efficiency infrastructure with green operational models, covering electrification initiatives, smart energy and logistics systems, as well as green solutions such as renewable energy, biofuels, and carbon capture.
In addition, the 5JS is equipped with a large-scale photovoltaic power generation system as well as a high-efficiency air conditioning and mechanical ventilation system (ACMV), which optimizes environmental control while minimizing energy consumption to the greatest extent possible.
To date, the new shipyard has obtained the Singapore Building and Construction Authority’s Green Building Mark Platinum-level Ultra-Low Energy Consumption (provisional) certification, as well as a full lifecycle carbon footprint certification. This certification not only reinforces Singapore’s strength in sustainable shipbuilding and ship repair but also positions the 5JS Shipyard as an ideal platform for clients seeking environmentally friendly maritime solutions.
Tan Thai Yong, Managing Director and CEO of PaxOcean, said: “Our investment in 5JS underscores our long-term commitment to strengthening Singapore’s position as a global leader in the maritime and offshore industries. This milestone also embodies the core philosophy behind the PaxOcean brand. It reflects the standards we set for every project—building a future-oriented business anchored in innovation, sustainability, and rigorous execution—and establishing new industry benchmarks not only in Singapore but also at our four other strategic locations across the region. All of this would not be possible without our highly skilled, loyal, and dependable team of employees, who embrace change with enthusiasm and are fully prepared to proudly welcome even more partners to our state-of-the-art facilities.”
It is understood that PaxOcean is a shipyard established by the Kuok Group, a multinational conglomerate, to expand its business in ship repair and construction. The company owns and operates five shipyards in Singapore, China, and Indonesia, and also runs an Maintenance, Repair, and Operations (MRO) facility in Saudi Arabia. Founded in 2007, PaxOcean now offers a diversified range of services, including new shipbuilding, ship repair, vessel conversion and refurbishment, module fabrication, green recycling, and integrated solutions spanning both conventional and renewable energy sources.
